Policy (Statute)

The ABU Statute sets out the foundation of the Union, defining its purpose, structure, and guiding principles. It provides a clear framework that governs how the organisation operates, ensuring consistency, accountability, and alignment across all activities. By outlining the roles, responsibilities, and decision-making processes within the Union, the Statute safeguards its integrity while supporting its long-term vision and strategic direction.

His areas of expertise are reform in public administration, public policy, and social media-politics relationships. The books titled “Administrative Reform and Policy Transfer”, “Public Administration in Theory and Practice”, “Social Media and Local Governments: Theory and Practice”, “Sub-National Democracy and Politics through Social Media” and “E-Parliament and ICT-Based Legislation: Concept, Experiences and Lessons” are among his main works. Many of his articles were published in national and international journals in his areas of expertise. In 2014, he received the TÜBA (Turkish Academy of Sciences) Notable Work (Honourable Mention) Award in the field of Social Sciences with his editorial work titled “Public Policy: Theory and Practice”. Between 2015-2018, he carried out studies in the field of Internal Politics at SETA (Foundation for Political, Economic and Social Research), a non-profit research institute. He served as the Vice Director of the Directorate of Communications of the Presidency of the Republic of Türkiye between 2018 and 2021. He served as the Chairman of the Board of Directors of the Press Advertising Agency between 2019-2022. Prof. Mehmet Zahid Sobacı has been serving as TRT Director General since 2021. Steering Türkiye’s first and only public service media TRT with the vision of “strong broadcast, strong impact”, he upholds a broadcasting approach that focuses on humans at both national and international levels, prioritizing in-depth, innovative, and comprehensive content as well. Launching Türkiye’s International Digital Platform “tabii”, Director General Prof. Sobacı also introduced TRT Français, TRT Balkan, and TRT Afrika digital news platforms, adding them to TRT’s international broadcasting family. The International Emmy Award received during this period has been credited to TRT’s success. He was elected as the President of the Asia-Pacific Broadcasting Union (ABU) at the 60th ABU General Assembly held on November 1, 2023.

Inoue Tatsuhiko

Inoue Tatsuhiko joined NHK as a news reporter in 1980. He started his career at NHK Nagasaki Station in southern Japan, covering disasters, incidents, and other news for six years. From 1986, Inoue specialized in politics and foreign affairs, becoming head of the Political News Division in 2005. He then served as Controller of Editing in the News Department. In June 2011, shortly after the great earthquake and tsunami hit the eastern area of Japan, he was assigned as Director of Programming Department, which put him in overall charge of organizing a whole range of NHK programs, including news programs focusing on protecting people’s lives.

Inoue became NHK’s Executive Board member and was appointed Senior Director in 2014, which involved him in the drawing up of NHK’s mid-term corporate plans.

Inoue served as President & CEO of two technical affiliates, NHKI-Tech and Broadcasting Satellite System (B-SAT) for a six-year period from 2016, providing support for broadcasting technologies and Japan’s satellite broadcasting infrastructure.

In February 2023, Inoue was appointed Executive Vice President of NHK in recognition of his wide-ranging professional expertise, extensive ties with people both inside and outside of NHK, and vast managerial experience. On December 10, 2025, NHK announced Inoue’s appointment as its next president. His three-year term began on January 25.

Zhou Jihong

Ms. Zhou Jihong holds a Bachelor’s degree in Literature from Beijing Foreign Studies University and a Master’s Degree in Public Administration from Tsinghua University. Since joining the National Radio and Television Administration (NRTA) in August 1989, she has developed extensive expertise in international communication across radio, television, and audio-visual media.

In 2014, Ms. Zhou was appointed Deputy Director-General of the International Cooperation Department within the State Administration of Press, Publication, Radio, Film and Television (SAPPRFT, now NRTA), where she contributed significantly to China’s international media engagement. From 2019 to 2021, she served as Deputy Director-General of NRTA’s Television Drama Department, directing the development of television dramas. In September 2023, Ms. Zhou was appointed Director-General of NRTA’s International Cooperation Department, leading China’s international exchanges and collaborations within the audio-visual industry to strengthen cultural ties worldwide.

Ms. Zhou has also led ministry-level social science research projects, such as The Role of Government in International Communication and Trends, Challenges, and Recommendations for International Communication in New Media. On October 23, 2024, Ms. Zhou Jihong was elected Vice President of the Asia-Pacific Broadcasting Union (ABU) during its 61st General Assembly.

Dr I Hendrasmo

Dr I Hendrasmo began his career as a host for a student program on Radio Republik Indonesia (RRI). He later worked as a contributor journalist for the BBC Indonesian Service and as a producer at Internews Indonesia. His diverse experience includes roles as a lecturer, pollster, commissioner, and advisor to the Indonesian Ministry of Communication and Information Technology.

Dr I Hendrasmo spearheaded the launch of the RRI Digital platform, aiming to connect with an increasingly digital-savvy audience and engage diverse social groups. He holds a Bachelor’s degree in Social and Political Sciences from Gadjah Mada University, a Master’s degree in Political Communication from the University of Sheffield in the UK, and a Doctorate in Political Science from Padjajaran University in Indonesia.

Park Jang-beom

President and CEO, KBS, South Korea
Mr Park Jang-beom has assumed the role of President and CEO of the Korean Broadcasting System (KBS), effective December 10, 2024. Since joining KBS in 1994 as a journalist, Mr. Park has built a career marked by significant contributions to news and current affairs programming. In particular, he has hosted several flagship news programs, such as KBS New 9, KBS News Plaza, and Live Current Affairs Tonight.

He broadened his international perspective while serving as the London Correspondent from 2011 to 2014, further enhancing his journalistic insight and global outlook. Mr. Park’s leadership extends beyond journalism, with senior management roles at KBS. He has served as Director Manager of the Secretariat to President and CEO and as Director of the Social Affairs and Current Affairs departments. In these roles, he played a critical part in crafting strategic direction, fostering innovation in programming, and maintaining the organization’s reputation for journalistic excellence. Born in 1970, Mr. Park holds a bachelor’s degree in Economics from Yonsei University and a master’s degree in Journalism from Birkbeck College, University of London.

Ahmed Nadeem

Secretary-General
Mr Ahmed Nadeem is the Secretary-General of the ABU. He was appointed on 24 November 2022 and assumed office on 1 April 2023. Nadeem is an experienced electronic and ICT engineer with over 25 years of experience in the field of Broadcasting and Telecommunications. He joined the ABU in 2008 as Head of Studio Technology and Training at ABU Technology Department. He assumed the position in Director ABU Technology in 2018. Before joining the ABU, he worked as a Project Engineer at LSV Enterprises in Singapore (2007-2008) and before that he worked as Chief Engineer at Television Maldives, the public broadcaster in the Maldives (1996-2007).

Cai Yanjiang

Yanjiang was from CCTV where he was Senior Producer of the CCTV sports channel. He graduated from the China Central Academy of Drama with a Masters degree in Film and Television theory. Yanjiang joined the ABU in July 2012.

Aoki Kazunori

ABU Programming
Director, ABU Programming
Aoki Kazunori is a Japanese national and started his career with Japanese public broadcaster, NHK in 2000. He has mainly directed and produced entertainment programmes for the last 25 years. Since the “Great East Japan Earthquake” in 2011, he has also produced a number of reports and documentaries related to the disaster.

Dr Veysel Binbay

Director, ABU Technology
Veysel Binbay is a Turkish National and has been working in Turkish Radio and Television Corporation (TRT) since 1998. He holds a Bachelor of Engineering Degree (Gazi University, Turkey), MSc (Graduate Degree, Dicle University, Turkey) and PHd (Doctorate degree, Dicle University, Turkey). He is experienced in the design, setup, and operation of analogue/hybrid/digital radio and TV broadcast systems; he also has experience in developing software.

Indra Singh

Director, ABU News
A highly versatile and results-oriented professional with a Master’s in Business Administration and a background in media and education, Indra brings over two decades of experience in media management, journalism, and public relations. His former roles included being the General Manager of News and Sports in his home country involving leading a large department, overseeing multi-platform content delivery, and producing / directing significant live broadcasts. His expertise spans broadcast management, content creation, live event production, and team leadership, with a strong background in both news and sports journalism. Indra also has a proven track record in securing and managing major sports broadcasting rights, presenting current affairs shows, and contributing as a correspondent for international news outlets and sports commentary. Indra has also in the past served as Chair of the Asia Pacific Broadcasting Union News Group.
